Both of the men in the car are shouting.
Cultural Code.
Because the men are all in suits this could represent that they are in the middle or upper class. The fact that they are driving cars suggests that it is set not too long ago. Although as the cars are quite out dated it could suggest that the film is set in the 80's or 90's.
There are a few semiotics in the film, the fact that the men are wearing suits, sunglasses and are smoking walking along is usually associated with the stereotype of an American gangster so maybe this is what these men are. The man at the beginning said he wouldn't usually pay his cut so this could suggest that he thinks he is better than the other men. The two men not in suits could be just associates and not part of the actual gang.
